**Position: Supply Chain Management Officer**
**Location: Government Communication and Information System (GCIS), Pretoria**

**Job Overview**
The Supply Chain Management Officer will provide critical support in media buying, procurement, and contract administration, ensuring compliance with relevant legislation and policies. The role includes advising clients, managing bid processes, and overseeing administrative tasks to support the department’s procurement objectives.

**Key Responsibilities**

– Advise clients on media buying, Terms of Reference (ToR), specifications, and deviations.
– Track media buying requests and expenditure, ensuring funds are available in the GCIS suspense account.
– Conduct capacity-building presentations on media buying and bid-related matters for internal clients.
– Ensure compliance of all transactions (bids, RFQs, deviations, 3G’s, media buying) with relevant policies and legislation.
– Implement a scientific process to identify target markets and select appropriate media for campaigns.
– Facilitate smooth operations of Specifications, Evaluation, and Bid Adjudication Committee meetings, including compiling minutes and memos for Director-General approval.
– Maintain and update databases for RFQs, bids, deviations, and 3G schedules.
– Provide administrative support for bid/quotation processes and deviations.
– Supervise proper filing of documents related to bids, contracts, and 3G’s.
– Administer contracts (RFQs, bids, transversal contracts) and monitor schedules for disclosure purposes.
– Consolidate and monitor the department’s procurement plan, reporting to National Treasury.
– Handle enquiries and compile submissions/reports.
– Manage staff.

 

**Requirements**

– Grade 12 and a three-year National Diploma (NQF Level 6) or Bachelor’s Degree (NQF Level 7) in Public Management, Administration, Logistics Management, Public Finance and Accounting, Purchasing Management, or equivalent SAQA-recognized qualification.
– Minimum of one (1) year relevant experience in Supply Chain Management.
– Strong knowledge of supply chain management legislation, including the Public Finance Management Act, PPPFA, and related regulations.

**Skills**:

– Advanced proficiency in MS Office (Word, Excel, PowerPoint).
– Customer- and client-focused with excellent verbal and written communication skills.
– Self-motivated, organized, and able to work independently.
– Innovative, flexible, and adaptable to changing work environments.
– Ability to work under pressure and during irregular hours.
– Supervisory skills.
– Candidates must detail courses passed in their CV as per their academic transcript.
