The Administration and Logistics Directorate plays a key role in ensuring the hospital operates efficiently behind the scenes, with cleaning and waste management services forming a critical component of infection prevention and control.
Purpose of the Role
The Cleaner (Waste) Supervisor is responsible for overseeing waste cleaning operations, supervising cleaning staff, monitoring service quality, and ensuring compliance with health, safety, and environmental legislation. The role ensures that all waste‑related cleaning services within the hospital meet required standards, service level agreements, and departmental policies.
This supervisory position also supports workforce management, performance monitoring, asset control, and coordination with service providers.
Minimum Requirements and Qualifications
Applicants must meet the following minimum requirements to be considered:
Educational Qualifications
- NQF Level 4 (Grade 12 / National Senior Certificate)
OR - National Certificate (Vocational) Level 4
Experience
- 3 to 5 years’ proven experience in cleaning services, specifically waste‑related cleaning
- Experience within a public hospital, healthcare, or clinical environment will be considered an advantage
Knowledge and Skills
- Sound knowledge of waste management principles
- Understanding of horticulture practices related to facility upkeep
- Good interpersonal and communication skills
- Strong report‑writing ability
- Computer literacy (basic administration, reporting, email communication)
- Ability to work effectively in a team and under pressure

Key Responsibilities and Duties
1. Supervision and Workforce Management
- Supervise waste cleaning staff and allocate daily duties
- Monitor attendance, productivity, and adherence to schedules
- Manage leave in line with departmental policies
- Ensure staff comply with safety, hygiene, and operational standards
2. Quality Inspection and Compliance
- Conduct regular quality inspections of cleaning and waste‑handling areas
- Ensure compliance with hospital cleaning protocols and health regulations
- Identify shortcomings and implement corrective measures promptly
- Maintain inspection records and prepare compliance reports
3. Discipline and Performance Management
- Implement disciplinary processes fairly and in line with labour legislation
- Apply the Performance Management and Development System (PMDS)
- Provide guidance, support, and feedback to staff
- Promote accountability, professionalism, and service excellence
4. Waste Management Oversight
- Ensure correct handling, segregation, and disposal of waste
- Monitor adherence to health and environmental standards
- Liaise with relevant departments regarding waste‑related issues
- Support infection prevention through proper waste control
5. Asset and Resource Management
- Manage cleaning equipment and assets responsibly
- Monitor availability and condition of cleaning tools and supplies
- Report asset losses, damages, or shortages
- Ensure effective utilisation of allocated resources
6. Service Provider Monitoring
- Monitor outsourced Service Providers against Service Level Agreements (SLAs)
- Identify performance gaps and escalate non‑compliance issues
- Support contract management through accurate reporting
- Ensure service delivery meets departmental expectations
7. Administrative Support
- Prepare written reports and records as required
- Assist with additional duties assigned within the Administration and Logistics Directorate
- Support audits, inspections, and departmental reporting requirements
