The Road Accident Fund (RAF) plays a critical role in South Africa’s social security network, providing financial support, relief, and rehabilitation services to victims of road accidents. As part of its commitment to efficient operations and reliable service delivery, the RAF is recruiting seven (7) permanent Driver/Messengers across its Governance Division.

These positions are essential in ensuring the safe and timely transport of documents, goods, and personnel while supporting administrative operations across multiple branches. Purpose of the Job

The Driver/Messenger is responsible for transporting people, documents, packages, and goods efficiently and safely. The role requires strict adherence to road safety regulations, compliance with RAF policies, and accurate reporting of vehicle conditions, deliveries, and operational activities.

This job ensures seamless movement of official documents and supports vital communication channels between the RAF and external stakeholders such as government departments, clients, and service providers.

Key Responsibilities (Expanded & SEO‑Optimized)

The role consists of four major operational categories:


1. Messenger Services

  • Collect official correspondence from government institutions and verify items against the collection list.
  • Deliver documents, packages, and messages timeously and professionally.
  • Handle sensitive documents with extreme care and confidentiality.
  • Drive delivery vehicles safely to designated locations.
  • Reconcile packages at drop‑off points to ensure complete delivery.
  • Maintain daily communication with dispatch offices and destination personnel.
  • Obtain required signatures or receipts for all deliveries.
  • Maintain a daily logbook of trips, deliveries, mileage, and routes.
  • Sort and prioritize items in alignment with the delivery route to maximize operational efficiency.
  • Confirm successful deliveries by checking in with the office after each assignment.
  • Deliver documents to Document Services in line with Standard Operating Procedures (SOPs).
  • Plan and optimize routes before departure to ensure best‑time delivery and fuel efficiency.

2. Administration & Records Support

  • Ensure messenger services are available when required for deliveries to government departments, financial institutions, and clients.
  • Archive scanned files in accordance with the National Archives Act and RAF Records Management standards.
  • Sort documents according to classification and purpose.
  • Process Metro‑file transfer forms and inactive record requests for the Records Manager.
  • Prepare and capture documents to be transferred to off‑site storage.
  • Maintain logs of all records sent to storage and document updates received.
  • Track off‑site stored files using spreadsheets and index registers.
  • Manage the department’s inventory of records, retention schedules, and file status.
  • Complete and maintain final destruction logs and registers for expired documentation.
  • Oversee daily operations of the branch postal services.
  • Provide efficient document binding, photocopying, and collation services.
  • Ensure all copying and binding requests are executed timeously.

3. Transport, Vehicle & Equipment Operations

  • Load and unload organizational materials safely and systematically.
  • Transport goods, equipment, and personnel between office locations.
  • Identify mechanical or electrical vehicle faults and report them immediately.
  • Conduct pre‑trip and post‑trip vehicle inspections to maintain safety and operational compliance.
  • Ensure photocopiers, printers, and binding machines remain in working condition.
  • Assist with minor equipment troubleshooting and escalate major issues to Facilities Manager.

4. Reporting & Compliance

  • Report all vehicle defects, damages, breakdowns, accidents, and traffic violations promptly.
  • Ensure vehicles are always roadworthy, clean, and properly maintained.
  • Keep accurate trip logs aligned with the Fleet Management Policy.
  • Report unexpected delays or route obstacles that impact delivery timelines.
  • Manage franking machine technical maintenance and loading of funds.
  • Report equipment faults that require vendor or service provider intervention.

5. Mail Room & Correspondence Processing

  • Receive, register, and stamp all incoming and outgoing mail and document batches.
  • Sort incoming faxes and documents according to department destination.
  • File all correspondence in line with policy and archival standards.
  • Prepare mail for bulk posting, Docex, and registered mail.
  • Record all registered mail and Docex Tracker items.
  • Declare and record all money received, maintain secure registers.
  • Ensure accurate address verification and routing for all outgoing mail.

Minimum Requirements

Qualifications

  • Matric / Grade 12 certificate (Compulsory)
  • Valid Code 10 (EC1/EC) driver’s license
  • Valid Professional Driving Permit (PDP)

Experience

  • Minimum 1 year experience in professional driving or messenger services
  • Exposure to government, courier, corporate messenger, or transport environments is advantageous
