About the Opportunity

The Department of Employment and Labour (DEL) invites unemployed South African youth to apply for available Client Service Officer positions across several Labour Centres in Mpumalanga Province. This opportunity provides a platform for motivated and service-oriented individuals to begin a career in the public service, assisting job seekers and employers while ensuring compliance with South Africa’s labour legislation.

As a Client Service Officer, you will play an essential role in providing front-line services to the public. You will assist clients with registration on the Employment Services of South Africa (ESSA) database, manage employment placement processes, and promote access to government employment opportunities.

This role is ideal for young, energetic individuals who are passionate about customer service, public administration, and making a difference in their communities.

Minimum Requirements

  • Educational Qualification: Grade 12 / Senior Certificate or equivalent (NQF Level 4).
  • Experience: No previous work experience is required — training will be provided.
  • Citizenship: South African citizens aged between 18 and 35 are encouraged to apply.
  • Language Proficiency: Ability to communicate effectively in English and at least one other official language.
  • Computer Literacy: Basic proficiency in MS Office (Word, Excel, Outlook).

Knowledge Required

Candidates must demonstrate a basic understanding of:

  • The Unemployment Insurance Act (UIA) and Unemployment Insurance Contributions Act (UICA).
  • The Public Finance Management Act (PFMA) and Treasury Regulations.
  • The Protection of Personal Information Act (POPIA).
  • Department of Labour policies, procedures, and guidelines.
  • Batho Pele Principles and their application in public service delivery.
  • UIF’s Vision, Mission, and Core Values.

This knowledge will enable candidates to assist job seekers and employers professionally while ensuring legal and ethical compliance.


Skills and Competencies

Technical Skills:

  • Data capturing and record management.
  • Computer literacy (ESSA system experience advantageous).
  • Interpretation and application of UIF and labour legislation.

Duties and Key Responsibilities

As a Client Service Officer, your duties will include but not be limited to the following:

1. Registration of Work Seekers and Employers

  • Render registration services for job seekers on the Employment Services of South Africa (ESSA) database.
  • Assist employers in registering vacant work and learning opportunities on ESSA.
  • Ensure all data captured is accurate, updated, and verified against departmental standards.

2. Employment and Learning Support

  • Refer work seekers to employment counselling and training services to enhance employability.
  • Provide administrative assistance with the placement of work seekers in available jobs and learning programmes.
  • Facilitate connections between job seekers and employers for recruitment purposes.

3. Frontline and Customer Service

  • Serve as the first point of contact for clients at the help desk.
  • Address client inquiries, provide accurate information, and resolve basic complaints.
  • Promote departmental programmes and participate in advocacy and outreach activities to raise awareness about UIF, ESSA, and labour services.

4. Administrative Support

  • Maintain accurate and up-to-date records of registrations, placements, and counselling activities.
  • Support the compilation of daily, weekly, and monthly statistics and reports.
  • Ensure compliance with confidentiality and POPIA guidelines in handling client data.
  • Assist with general office administration and coordination of departmental events when required.
