Job Overview

The Department of Public Works and Infrastructure (DPWI) invites applications from suitably qualified and motivated individuals to fill the positions of Administrative Clerk: Immovable Asset Register (Verification).
This role plays a vital part in the government’s asset management process, ensuring that immovable assets — such as land, buildings, and infrastructure — are accurately verified, recorded, and maintained in compliance with government financial and administrative policies.

The Administrative Clerk will be responsible for performing general administrative duties within the Immovable Asset Register unit, supporting the verification of property data, and maintaining accurate record systems. The ideal candidate should demonstrate strong administrative, record-keeping, and computer literacy skills, as well as a solid understanding of public service procedures and compliance requirements.


Key Responsibilities

1. Procurement and Expenditure Support

  • Obtain written quotations from suppliers in accordance with prescribed procurement policies.
  • Complete and process requisition forms accurately for goods and services required by the unit.
  • Ensure all procurement requests are properly approved and committed before purchases are made.
  • Verify that supporting documentation meets all compliance and audit requirements.
  • Submit expenditure requests to the budget system for fund availability confirmation and approval.

2. Budget and Financial Administration

  • Assist with tracking of expenditure within the allocated budget and provide regular financial reports to management.
  • Maintain an updated financial record of transactions, ensuring transparency and accountability.
  • Monitor spending trends and highlight potential variances to ensure adherence to the approved budget.
  • Support the preparation of financial submissions and internal audits.

3. Record Management

  • Maintain and update the Verification and Asset (VA) Register, ensuring accuracy in capturing requisition details, supplier information, order numbers, and asset verification data.
  • File and archive documentation systematically to ensure easy retrieval when required for audit or reporting purposes.
  • Manage the integrity and confidentiality of all administrative documents in line with POPIA and departmental policies.
  • Prepare and maintain control registers for received, processed, and completed requests.

4. Order Processing and Logistics

  • Submit verified requisition documents to the stores or supply chain section for order generation.
  • Track and record all issued purchase orders, deliveries, and goods received notes (GRNs).
  • Ensure that copies of all relevant documents are retained for internal record and audit purposes.
  • Coordinate with stores and procurement teams to resolve any discrepancies or delays in deliveries.

5. Communication and Coordination

  • Facilitate efficient communication between departments, suppliers, and other stakeholders.
  • Distribute and fax or email required documents to relevant parties while maintaining document confidentiality.
  • Respond to internal and external queries promptly and professionally.
  • Support the verification team during field visits or audits as required.

Minimum Requirements

To be considered for this role, applicants must meet the following criteria:

  • Educational Qualification:
    • National Senior Certificate / Grade 12 / NQF Level 4 qualification (compulsory).
  • Experience:
    • No previous experience is required; however, one (1) year of Public Service internship experience in an administrative environment will be an advantage.
  • Knowledge and Skills:
    • Basic understanding of administrative and clerical processes.
    • Knowledge of government prescripts, including:
      • The Constitution of the Republic of South Africa.
      • Public Service Act and related regulations.
      • Labour Relations Act.
      • Promotion of Access to Information Act.
    • Familiarity with procurement and budget management processes in the public sector.
    • Basic understanding of record management and filing systems.
  • Technical Proficiency:
    • Computer literacy — particularly MS Word, Excel, Outlook, and the MS Office Suite.
    • Strong administrative and organizational abilities.
  • Communication and Analytical Skills:
    • Effective verbal and written communication.
    • Good report writing and minute-taking ability.
    • Attention to detail, problem-solving, and analytical thinking.
