The South African Maritime Safety Authority (SAMSA) is seeking a detail‑oriented, reliable, and highly organised Admin Clerk: Certification to support the Certification Unit in Pretoria. This is a vital role responsible for processing maritime certificates, ensuring legal compliance, maintaining quality standards, and supporting national maritime safety objectives.

Purpose of the Role
The Admin Clerk: Certification ensures the efficient processing, issuing, revalidation, verification, and secure handling of maritime certificates and statutory documents. This role supports the South African maritime administration’s compliance with national laws, international conventions, quality assurance standards, and stakeholder service requirements.
It’s a key operational position within SAMSA’s Certification division, providing administrative backbone support to seafarers, examiners, training institutions, and internal teams.
Key Performance Areas (KPAs)

1. Certificate Processing, Issuing & Reissuing
- Process, issue, reissue, and manage certificates and statutory documents in line with SAMSA’s standards.
- Handle Certificates of Competency (CoC), Certificates of Proficiency (CoP), small vessel certificates of competency, equivalency certificates, endorsements, Compass Adjuster Certificates, Seaman’s Record Books, and Discharge Books.
- Ensure all certificates meet the requirements of South African maritime legislation and international maritime conventions (e.g., STCW).
- Revalidate certificates accurately and timeously according to SAMSA procedures.
2. Verification & Compliance Checks
- Verify the authenticity and validity of certificates and statutory documents, ensuring compliance with:
- Multilateral agreements
- Bilateral and unilateral maritime cooperation agreements
- STCW Convention Regulation I/10 and related standards
- Identify fraudulent or suspicious certificates and escalate immediately to the Deputy Registrar of Seafarers.
- Confirm compliance with SAMSA’s Quality Standard Systems and ensure all documentation follows the required frameworks.
3. Quality Assurance & Continuous Improvement
- Conduct quality control checks using defined procedures and tools.
- Ensure all services and documents meet statutory and regulatory requirements.
- Identify operational non‑conformities, record them accurately, investigate root causes, and support corrective action implementation.
- Recommend improvements to SOPs, quality systems, and internal processes to strengthen compliance and service delivery.
- Assist with internal audits when required.
4. Interpretation of Legislation & Maritime Notices
- Stay up‑to‑date with national and international maritime legislation, Marine Notices, Marine Information Notices, and Marine Circulars.
- Advise stakeholders on new notices, updates, amendments, and procedural changes.
- Review and provide recommendations when Marine Circulars are amended or drafted.
5. Administrative & Database Management
- Update SAMSA electronic databases with certificate, verification, and applicant data.
- Consolidate statistics for reporting to management and relevant authorities.
- Prepare monthly, quarterly, and annual statistical reports on certification activities.
- Maintain digital and physical filing systems accurately and securely.
6. Accreditation Verification
- Verify accreditation of:
- Maritime training institutions
- Medical practitioners
- Appointed examiners
- Assist candidates with guidance on accredited bodies according to the latest Marine Notices.
7. Training & Mentoring
- Support training, onboarding, and mentoring of new Admin Clerks.
- Guide new staff in applying SOPs, certification procedures, and quality processes.
8. Stakeholder Engagement
- Provide timeous updates to stakeholders regarding certificate processing progress.
- Inform the Deputy Registrar of any delays or operational issues affecting service delivery.
- Handle stakeholder queries professionally and resolve complaints promptly.
- Communicate with internal departments and external maritime partners.
9. Secure Document Handling & Financial Processing
- Maintain strict document tracking and security procedures.
- Ensure accurate invoicing for certificate services per the Fees Regulations.
- Guarantee confidentiality of client information and proper storage.
- Assist in updating operational forms and administrative tools.
Required Qualifications
Essential
- Matric / Grade 12 (NQF 4)
- National Certification in Administration (equivalent to NQF 5)
Advantageous
- National Diploma in Administration (NQF 6)
- Knowledge or experience in the maritime industry
