1. INTRODUCTION
The Infrastructure Management: Central Operations Directorate seeks to appoint a competent and service-driven Driver/Messenger to support the directorate’s operational efficiency. This position plays a crucial role in ensuring the smooth circulation of correspondence, files, and official documents across various offices, and in transporting officials safely to predetermined destinations. As the first point of contact for many internal and external stakeholders, the Driver/Messenger must uphold professionalism, reliability, and adherence to government service standards at all times. The successful candidate will operate within a fast-paced environment where punctuality, accuracy, confidentiality, and accountability are essential.
2. PURPOSE OF THE POSITION
The primary purpose of this role is to provide efficient driver and messenger services that enable the directorate to fulfil its administrative and operational mandates. The Driver/Messenger is responsible for transporting officials, collecting and delivering documents, tracking correspondence, ensuring vehicle readiness, and providing general administrative assistance when required. This position supports internal workflow, enhances service delivery, and contributes to effective communication within the organisation.
3. MINIMUM REQUIREMENTS
3.1 Educational Requirements
- Essential: An NQF Level 2 qualification or an equivalent certificate.
3.2 Professional Requirements
- A valid Code 8 (B) Driver’s Licence (disclosure required).
- One (1) year experience in driver or messenger services.
- Computer literacy, with the ability to use email, word processing applications, and tracking systems.
3.3 Knowledge and Competencies
Candidates must demonstrate:
- Understanding of government policies, procedures, and protocol applicable to administrative and transport functions.
- Strong communication (written and verbal) and interpersonal skills.
- Ability to interact with colleagues, officials, and visitors at all organisational levels.
- Knowledge of document handling, filing, tracking, and record-keeping processes.
- Ability to operate office equipment such as photocopiers and scanners.
- Familiarity with route planning, basic mechanical checks, and vehicle care.
- Strong client orientation and customer service focus.
- Understanding of confidentiality, document security, and handling sensitive information appropriately.

4. KEY DUTIES AND RESPONSIBILITIES
4.1 Driver Services
- Transport officials safely and punctually to various meetings, events, and official destinations.
- Ensure strict adherence to road safety regulations and departmental transport policies.
- Plan routes efficiently to ensure timely arrival and minimise delays.
- Maintain a high level of courtesy, professionalism, and confidentiality during all trips.
4.2 Vehicle Maintenance and Inspection
- Conduct daily vehicle inspections to ensure roadworthiness, cleanliness, and operational readiness.
- Monitor fuel usage, tyre condition, oil levels, and mechanical issues.
- Report all defects, incidents, or maintenance needs promptly to the supervisor.
- Maintain a clean and organised vehicle at all times to uphold departmental standards.
4.3 Messenger and Document Delivery Services
- Collect, sort, and deliver mail, packages, files, and official documents to and from designated offices.
- Ensure documents are delivered accurately and within required timeframes.
- Maintain confidentiality when handling sensitive or classified information.
- Retrieve and distribute files to different offices as requested by authorised personnel.
4.4 Correspondence Tracking and Record-Keeping
- Track and trace documents using departmental registers and tracking systems.
- Maintain up-to-date logs of all incoming and outgoing mail, deliveries, and collections.
- Ensure that delivery registers are completed accurately and filed appropriately.
- Notify relevant departments about pending or delayed correspondence where necessary.
4.5 Administrative Support
- Operate photocopiers, scanners, and basic office equipment to support administrative operations.
- Assist with filing, document preparation, and general office support tasks when required.
- Provide support to the administrative support team, especially during peak workloads or staff shortages.
4.6 Compliance and Conduct
- Demonstrate strict adherence to government protocols, legislative frameworks, and internal policies.
- Uphold the organisation’s values of integrity, accountability, respect, and service excellence.
- Ensure the secure handling of all departmental assets, documents, and information.
5. WORKING CONDITIONS
- The position is on-site and requires physical movement between offices and external destinations.
- The role involves extensive driving, long hours on the road, and occasional after-hours duties.
- Occasional lifting and carrying of files, documents, and parcels is required.
- The environment may involve working under pressure and managing competing demands.
