1. POSITION OVERVIEW

The Utilityman plays an essential support role within the Construction Services Substations Unit, performing a wide range of manual, semi-skilled civil and electrical support tasks to ensure the safe and efficient execution of construction activities. This role involves hands-on physical labour, the use of power and hand tools, movement of heavy materials, assisting skilled technical teams, and maintaining safe working environments in line with organisational and statutory requirements.

The position is ideal for an individual with sound practical abilities, good physical stamina, and a strong understanding of basic civil works and construction safety principles. The incumbent must be capable of working at heights, adhering to detailed instructions, following construction procedures, and supporting various project teams to facilitate uninterrupted operations within substations and construction sites.


2. KEY RESPONSIBILITIES

2.1 General Civil and Semi-Skilled Labour Duties

  • Perform a wide range of manual labour activities, including lifting, carrying, pushing, pulling, holding, and repositioning materials or equipment.
  • Support civil construction activities such as trenching, backfilling, mixing materials, preparing foundations, and assisting with cabling work.
  • Assist with the assembly and placement of structural materials under supervision.
  • Help skilled workers during installations, repairs, and maintenance activities within substation construction environments.

2.2 Use of Tools, Machinery & Equipment

  • Operate power tools and hand tools safely and in accordance with training and instructions.
  • Identify, select, and utilise tools and equipment suited for the specific task.
  • Ensure proper storage, handling, and maintenance of tools and equipment to prevent damage or potential hazards.
  • Report damaged or unsafe equipment immediately to supervisors for corrective action.

2.3 Safety, Health, Environment & Quality (SHEQ)

  • Demonstrate strict adherence to Occupational Health and Safety Act (OHSA) requirements at all times.
  • Participate actively in SHEQ initiatives, toolbox talks, and safety briefings.
  • Conduct or assist in compiling basic HIRA (Hazard Identification and Risk Assessment) for tasks.
  • Follow all site-specific safety rules, including working safely at heights where required.
  • Maintain safe working zones, including cordoning off hazardous areas where operations are underway.
  • Ensure proper PPE usage and reporting of unsafe acts or conditions.

2.4 Housekeeping and Site Maintenance

  • Maintain the work environment in a clean, organised, and safe condition at all times.
  • Perform regular housekeeping tasks involving the cleaning of work areas, tools, equipment, and storage spaces.
  • Ensure debris, waste materials, and unused items are cleared promptly to minimise hazards.
  • Assist with routine preparation of work areas for upcoming construction activities.

2.5 Operational Support

  • Support teams during cable laying, duct installation, equipment movement, trench work, and civil preparation tasks.
  • Assist with loading, offloading, and positioning of materials or equipment.
  • Execute assigned duties promptly, accurately, and according to daily work plans or direct instructions.
  • Perform ad hoc duties or emergency tasks as required by supervisors.
  • Demonstrate flexibility by working overtime or extended hours based on operational requirements.

3. SKILLS, KNOWLEDGE & ATTRIBUTES

3.1 Required Skills

  • Strong physical stamina to perform prolonged manual labour activities.
  • Ability to safely and effectively operate various power and hand tools used in civil and electrical construction.
  • Time management and ability to work according to schedules and deadlines.
  • Basic conflict resolution abilities and capacity for teamwork.
  • Effective interpersonal and communication skills.
  • Ability to work independently when required and follow instructions accurately.
  • Ability to compile basic HIRA assessments.

3.2 Knowledge

  • Understanding of fundamental civil construction and cabling practices.
  • Working knowledge of safety rules, OHSA, and construction-site procedures.
  • Ability to identify tools, equipment, and materials relevant to the role.
  • Awareness of procedures within the discipline and understanding of risks involved in substation environments.

4. MINIMUM REQUIREMENTS

Qualifications

  • Grade 12 (Matric) qualification.

Experience

  • 1–2 years of experience in a technical or construction-related field.
  • Prior exposure to civil works, cabling support, or general construction tasks is desirable.

5. ADDITIONAL INFORMATION

  • Applicants must be willing to work overtime and in varying environmental conditions.
  • Physical capability to work at heights and handle heavy materials is essential.
