About the Role

The Judicial Inspectorate for Correctional Services (JICS) is recruiting Independent Correctional Centre Visitors (ICCVs) to serve in various correctional centres across South Africa. These roles are vital for strengthening oversight and ensuring the fair, humane, and lawful treatment of inmates, while promoting accountability and adherence to Batho Pele principles within correctional facilities.

As an ICCV, you will act as an independent link between inmates, the Department of Correctional Services (DCS), and JICS. Your role will involve daily visits to correctional facilities, engaging directly with inmates and officials, investigating complaints, and monitoring conditions of incarceration. This is an opportunity for civic-minded individuals to make a tangible impact on justice, rehabilitation, and human rights in South Africa.


Key Duties and Responsibilities

The successful candidates will be responsible for:

  • Inmate Engagement and Complaint Handling
    • Conducting daily visits to the assigned correctional facility.
    • Engaging with inmates regarding complaints and grievances.
    • Recording, capturing, and reporting all complaints accurately.
    • Assisting in resolving issues in line with JICS procedures.
  • Facility Monitoring and Oversight
    • Monitoring overall conditions of incarceration, including accommodation, nutrition, health care, and safety.
    • Reporting on findings related to human rights and compliance with correctional regulations.
    • Monitoring and documenting all incidents involving deaths, segregation, mechanical restraints, and the use of force.
  • Investigations and Inspections
    • Supporting JICS officials during facility inspections and investigations.
    • Providing accurate reports and feedback on compliance with legal and ethical standards.
  • Administrative Support
    • Handling administrative tasks, including the capturing of complaints and mandatory matters.
    • Drafting detailed reports for submission to supervisors and JICS management.
    • Maintaining accurate, confidential records and ensuring compliance with data handling protocols.

Minimum Requirements

To be considered for this role, applicants must meet the following requirements:

  • Educational Qualification: Grade 12 / Senior Certificate (Essential).
  • Computer Literacy: Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and accurate data capturing.
  • Community Nomination: A formal recommendation/nomination as an ICCV by a community organisation (not older than six (6) months) must be attached to the application.
  • Skills and Competencies:
    • Strong verbal and written communication skills.
    • Ability to work both independently and as part of a team.
    • Assertiveness and resilience under pressure.
    • Public-spirited with a sound knowledge of Batho Pele principles.
    • Strong organisational skills, attention to detail, and integrity.
  • Other Requirements:
    • A valid driver’s licence will be an added advantage.
    • Preference will be given to candidates residing in the communities surrounding the respective correctional centres.
