Purpose of the Role
The Claims Credit Officer plays a critical role within the Department of Employment and Labour’s Financial Management Division. The incumbent will be responsible for managing, recording, and monitoring debtor accounts, ensuring the accurate collection and reconciliation of outstanding overpayment balances in line with the Unemployment Insurance Act (UIA) and the Unemployment Insurance Contributions Act (UICA).
This position requires individuals with integrity, attention to detail, and a strong understanding of financial and accounting principles. The successful candidate will assist in improving financial accountability, enhance compliance with legislation, and contribute to the department’s mandate of providing efficient unemployment insurance services to South African citizens.
Key Responsibilities
1. Debtors Management and Credit Control
- Maintain accurate and up-to-date records of all debtor accounts, both manually and electronically.
- Verify and reconcile debtor transactions, ensuring correct allocation of payments and recovery of overpaid benefits.
- Implement recovery procedures for outstanding balances in compliance with departmental policies and Treasury Regulations.
- Identify potential risks and report financial discrepancies to the supervisor for prompt resolution.
- Prepare regular reports on debtor status and payment trends for management review.
2. Claims Processing and Verification
- Review and verify claims data in accordance with the Unemployment Insurance Act and related legislation.
- Ensure that all claim documentation is complete, accurate, and properly recorded.
- Collaborate with internal audit teams to ensure proper recordkeeping and compliance with financial controls.
- Identify fraudulent claims or irregularities and escalate such cases following departmental procedures.
3. Financial Administration and Compliance
- Apply sound knowledge of GRAP, GAAP, the Public Finance Management Act (PFMA), and Treasury Regulations in daily financial operations.
- Support the Financial Management team in implementing effective debt management strategies and improving collection efficiency.
- Participate in periodic audits and ensure that corrective actions are implemented to maintain compliance.
- Assist with the preparation of monthly, quarterly, and annual financial statements and debtor reconciliation reports.
4. Stakeholder Engagement and Communication
- Maintain professional communication with employers, employees, and beneficiaries regarding debt and claim queries.
- Respond to correspondence related to overpayments, payment arrangements, and claim adjustments in a timely manner.
- Educate clients on UIF processes, repayment obligations, and available channels for debt settlement.
- Liaise with regional Labour Centres, employers, and government entities to facilitate efficient debt recovery.
5. Data Management and Reporting
- Capture, verify, and update data on relevant financial systems, ensuring accuracy and completeness.
- Generate system-based reports for management decision-making and performance monitoring.
- Safeguard confidential information and maintain records in accordance with departmental information management policies.
- Assist in improving data integrity across financial management platforms and ensure all transactions comply with audit requirements.
Minimum Requirements
Education:
- Grade 12 / Senior Certificate (NQF Level 4).
Experience:
- 0 – 6 months relevant experience in an administrative, accounting, or financial role.
- Experience in a public sector finance environment will be advantageous.
Knowledge Requirements
