About the Role: Senior Grants Administrator (Level 07)

We are currently seeking a committed and detail-oriented individual to join our team as a Senior Grants Administrator at the Thabong Local Office. This is an opportunity to play a pivotal role in ensuring the timely and compliant processing of social grants while overseeing a team of frontline administrators.

The successful candidate will be responsible for managing key administrative functions in the grants application process, ensuring adherence to policies and protocols, and maintaining the highest standards of public service delivery. The position is best suited for a candidate who thrives in a fast-paced, community-oriented environment and who possesses both the technical acumen and interpersonal sensitivity required to serve vulnerable populations.


Minimum Requirements

To be considered for this position, applicants must meet the following criteria:

  • A Senior Certificate (Grade 12) coupled with a recognized undergraduate qualification (NQF Level 6) in a relevant field, as accredited by SAQA.
  • A minimum of 3 years’ hands-on experience in Grants Administration, with proven familiarity with the social grants value chain.
  • Computer literacy with the ability to work efficiently on digital platforms used in social services administration.
  • A valid driver’s license to support regional mobility, when required.

These qualifications and experiences must be clearly demonstrated in the application documents to support candidacy.


Key Responsibilities

As a Senior Grants Administrator, the successful applicant will take on a supervisory role and provide oversight across the local office’s grants administration processes. Specific duties include:

  • Verification and Quality Assurance:
    Ensure that grant applications are thoroughly verified for completeness and accuracy. This includes checking all supporting documentation and validating means test results in accordance with eligibility criteria.
  • Application Approval:
    Exercise sound judgment in the approval or rejection of applications, ensuring that decisions align with policy directives and are clearly documented for accountability.
  • Operational Oversight:
    Lead and coordinate the daily activities of Grant Administrators within the office. Provide guidance on procedural compliance and ensure consistency in the application of policies across all service channels.
  • Grants Processing:
    Manage the administrative aspects of the full grants value chain, including processing supplementary documentation such as reviews, appeals, lapses, and restorations.
  • Staff Supervision and Development:
    Directly supervise, coach, and support a team of administrative staff, fostering a culture of professionalism and service excellence. This includes conducting performance reviews and ensuring appropriate use of human and operational resources.
  • Legislative Compliance:
    Ensure strict adherence to Section 57 of the Public Finance Management Act (PFMA), Chapter 6, Part 3, in relation to financial accountability, resource management, and reporting standards.

Technical Competencies

Applicants should be able to demonstrate a strong understanding and practical knowledge in the following areas:

  • Legislation and Regulatory Frameworks:
    Familiarity with the Social Assistance Act, PFMA, and related policy frameworks guiding the administration of grants in South Africa.
  • Grants Value Chain Management:
    Comprehensive knowledge of procedures governing the end-to-end processing of social grant applications — from intake to disbursement, including quality control and appeals.
  • Administrative Systems and Controls:
    Proficiency in using digital systems for case tracking, reporting, and data management. The candidate should also be well-versed in standard operating procedures and risk mitigation practices within a public service environment.
  • Communication and Conflict Resolution:
    Ability to communicate effectively with both internal staff and members of the public, including vulnerable and disadvantaged individuals. Strong written and verbal skills are critical for maintaining clarity in records and correspondence.
